Heck Tate said that to cover up for Jem and Boo Radley. He didn't want people to think it was Jem or find out it was Boo. It is partly true because he shouldn't have gone out after them. He brought it upon himself.

The reason he isists this is besause he says Jem, being his age, having a broken arm, could not do that. He would have to dragg him off of Scout, grab the Knife, and stab him. In a way it's true because how could he do that being his age and a broken arm.

Jem didn't have enough strength to be able to kill a grown man when he has a broken arm. It is partly true because it would be really hard for him to kill him if he had a broken arm and head injuries. Also it is possible he could have fell on himself and stabbed himself.

When Mr.Heck Tate came he told

them that Mr.Bob Ewell had died.

Then Mr. Heck Tate asked Scout to

tell him what happened. Scout

said "Well, when we were coming

back Jem had gotten knocked down

and then I heard them moving

around. Then someone grabbed me

and was squeezing me to death.

Then someone pulled them off of

me. I thought that Jem had gotten

up and pulled him off of me. Then

I heard someone coughing and

weezing and thought that it was

Jem. But the cough was to low to

be Jems and then I saw Mr.Boo I

mean Mr. Arthur Radley carry Jem

here." So, you don't know who came

and pulled Mr.Bob Ewell off of

you?" "Well, I thought that Jem

had gotten back up and pulled him

off of me," explained Scout. "I

think that when Jem got knocked

down he wouldn't have been able to

get back up because he had a

broken arm," Mr.Heck Tate

explained to Atticus. But Atticus

wouldn't let Heck win this

argument. "I have proof Mr.Finch

that Jem didn't kill Bob Ewell,"

Heck said. "Don't try and make

things better Heck I don't want my

kids to be mad at me because they

said that Jem did it and they

would think that I told the whole

town that Jem didn't kill them and

so just leave it at that," Atticus

explained. "Okay, but Mr.Ewell

fell on his knife, just like this

one, and he died next to that tree

by the school, so Jem didn't kill

him he killed himself," explained

Heck. Atticus went up to Scout and

asked" Would, you understand if I

told you that Jem did not kill

Mr.Ewell?" "Yessum, I would

understand, perfectly," Scout said.

1. A white woman might say that her life in 1930s was easy (not a lot of responsibility), but they had many restrictions. The richer white families had a cook, maids, a nurse, and a yard man. Their families were “good”. They were all church-goers, respected, and proper. They were very social within the community, but it didn’t necessarily mean wealthy. Wealthy meant the man of the house made a good amount of money and that you owned land that brought cash flow. Still, they weren’t allowed to play or be friends with poor whites or blacks. They were to be respectful, but not close.
Black women’s lives were very different. They were usually poor and worked long hours for little pay, usually serving white families. Their ancestors were slaves and they often lived in the “Quarters” (a run-down black community on the outskirts of the main town/city). Still, they were expected to dress their best and use their good grammar when speaking to whites. They talked differently amongst their own race and were made very aware of where they weren’t allowed to go and what they weren’t allowed to do. As children, they didn’t communicate much with whites because they were never in or near the Quarters. Most blacks weren’t educated, but if they were, it was either quite expensive or low-quality. The two races basically lived separate lives.
